USDA to Strictly Enforce Plant Import requirements

I received today a January 2002 memo from the United States Department of Agriculture / APHIS outlining a plan to more strictly enforce the requirement for phytosanitary certification of nursery stock, plants, roots, bulbs and seeds imported to the US.

The letter indicates this program "does not entail new regulatory requirements. Rather, its goal is to enforce, beginning on January 22, 2002, an existing phytosanitary certificate requirement."

Except for certain seeds and greenhouse-grown plant material from Canada, "All other nursery stock, plants, roots, bulbs, seeds and other plant products must be accompanied by a phytosanitary certificate issued by the plant health officials where the product originated in order to be considered for entry into the United States.

While on my buying trip to Southern Cal., I came across House of Bonsai. This is a growing ground operation that has thousands of trees in the ground. They also import from China, Taiwan, Japan and Korea. The stock that they are selling now, has sat at a USDA detention center for two years. During this time they take care of the plants, water them fert. them etc. They also bare root them on occasion to look for bugs. With this new rule, the trees on landing will be subject to 10% of the import having their trunk split from apex to root base. If they find one bug they check more. During the two year detention more trees will be ruined to trunk splitting.

What this does is make it so un-economical to import trees that no one will do it. I feel thats what they are trying to do anyways. If you own an imported tree, count your blessings, it just went up in value immeasurably.

Geez, Two years inspection ? Trunk splits? This sounds a little extreme to me. I say follow the money, there has to be someone getting rich off this deal.
