stratifying yezo spruce seeds

Does anyone have any tips for stratifying Yezo spruce seeds?
What is the best way of germinating them once it is near spring time? Last time I tried I got nothing. This time I nicked the outer surface, soaked the seeds in water and then put the in the refridgerator in damp peat moss. What do I want to do to make sure the gernimate?

You may have had a bunch of old or poor seed.

I found this interesting tip:

"Spruce cones often have a high percentage of empty seeds. The empty seed can be separated from the good seed by putting the seeds in ethyl alcohol. The empty seed will float and should be discarded. The seeds can be dewinged and stored by the same methods described for pine."

I suppose that would explain the 2 for one seed sale that I got. The seed was said to be good. We'll see this spring if something comes up.
