soil is too retentive

I just repotted a i 1 gal blue rug juniper from its nursery container into a pond basket. The tree was hard pruned and partially wired last summer. This spring I decided to make a soil mix of 1/2 pine bark, 1/4 vermiculte, 1/4 pea gravel. I did the repot, but the soil does not seem as if drainage is good enough. Should I wait it out a year or repot in some better draining soil?

PERSONALLY...I would use much less bark and NO vermiculte.

May not be best for you, but I use Turface OR Profile OR OilDri and Pumice, then sometimes...as in almost never...a max of 5% Orchid Bark.

1/3 pine bark would be more than plenty, maybe a bit much even, but you do not want it to soak it's feet, you didn't repot very long ago, so it's not done a lot of growing new roots especially if it's wet, pull it out and very gently change your soil to a mix with much less organic's, would be my opine.
