Question Can I replant a fukien tea now

I live in Houston , Tx and I recently bought a Fukien Tea from a chinese restraunt , it has been doing well except that the soil is extremely bad and all the water stays at the top for about 15 minutes . I know I should replant in spring but this tree will die if I dont

With tropicals like this you can repot anytime the lowest temps are staying above or close to 70 fahrenheit, late spring thru-out summer is a great time for working Fukiens.

You can definately repot here in Houston. Just try to do it after four in the afternoon when it gets the hottest, or you can do it early in the morning. Remember to plant in a free draining mix. I buy "Landscapers Soil Conditioner" from Home depot at about 4 bucks per bag. You can also buy decomposed granite for a few bucks to mix in. Or if you can make the trip ( I see you are in Magnolia) you can pick up a 50lb bag of Turface for 10 bucks at Southwest Fertilizer and Feed. (http://www.yardgeek.com)
