If you've got one with enough low branching, I don't see why not. My
eight year olds from seed are tall and very whippy so they would bend well with wiring but are all foliage at the top and will make stone pine shaped bonsai like a flat topped umbrella. Are you thinking of using the whole plant or just the top section? I've never tried layering one. I think they would take a very long time to root from the trunk either way though, probably several years. Marco Favero or Ernie Kuo are the people to ask. I have a pinus pinea from Viareggio seeds, 7 yo, and they do not grow fast
but they make a lot of low branches..
