Well, your soil is too wet and it probably doesn't drain. In
otherwords, it's not a bonsai-type soil.

Only -- repeat, only! -- water when the soil an inch or so below
the surface feels DRY.

Always a good idea. But if the tree is not native or common in your
area, they might not be much help.

Remember the life cycle of fungus involves a lot (mostly) underground
or underbark growth. Also the different symptoms you see might be different
stages of the same fungal life cycle.
