What's the problem with this maple leaf?

This miserable looking thing is representative of ALL my Japanese Maples. Even the one in the ground. It....looks.....like mildew but I have maples in sun, shade, partial sun, and full shade. AND it does not wipe off like most mildew I have seen. Also note the "blistery" puffy wrinkly appearance.
Could it be heat stress? We had a ....HOT... spell for the summer.
It is the same on the trees regardless of age.

I have the same thing on some of my deciduous oaks and on one of my crape myrtles. It's definitely a fungus, I suspect it's just another form of mildew (not the powdery one, but a different kind).

As a preventative measure, you could spray your plants with a fungicide as soon as you see the first sign of this. Now it's too late since the leaves will fall anyway.

Powdery mildew is dispelled with a mix of milk and water 1:9-ish. If its related it might knock out the mildew/fungus you're seeing.

Well, I would say the powdery mildew symptoms looks correct from the picture that is posted. As in your case, the disease is always more severe in the fall especially after warm dry days and when plants are too much shaded. A systemic fungicide recommended for mildew in your area is a good control measure and should be applied next year as soon as the first sign of infections. Also, try to encourage more air flow through the plant, if the plants are quite shaded and consider getting them more light.
As mentionned by Attila, it's a bit late to spray this year because of autumn leaf fall, but since the fungus overwinters in the dead leaves it is a good practise to get rid of them far away from your trees.
