What Are These Bugs ?

What Are These ?

I found several of them in my neighbor lilac.

Right now im on a prevention stage, if it's dangerous, I dont want this in my trees.

Kinda looks like a Japanese beetle, but with those yellow stripes it might not be.

I'm no expert on pest management. I did a quick google lookup on these critters and it seems that they could be harmful to trees (they are sucking insects), but it also seems that the most harm is done when these critters attack in large numbers. Here is another link to more info about them, and this page gives some control advice.
