Bug Please help - Juniper pest

A juniper tree was baught in a greenhouse a while ago. Shortly, I discovered some kind of pest activity on it. It was treated with Confidor (Imidacloprid) according to the manufacturer's instructions.
Apparently, the problem was solved...
But now - about a month after the up mentioned treatment - the decease has returned, affecting 2 additional juniper trees.

Please see the picture attached for the appearance of one of the deceased trees.

Any help regarding what this pest's identification and treatment will be greatly appreciated.

Looks like spider mites - lots of fine webs you have there. They dislike mist, so maybe things are a little dry in the greenhouse? As far as treatment, Neem seems to work very well for me.

I would like to add that spider mites are persistent so you must be also. Treat once a week for several weeks, even if it looks like they are gone.
