mealy bug on black pine!

My black pine has mealy bugs but I really can only see the coton left by the bug and no bug. I have picked off the coton fluff and looked at it with a magnifing glass. No bug. Could they be gone? Or do they cling to the tree?

I just tried out 50% alcohol and 50% water injected the infected areas using a syringe. I have pyrthin if I absolutely need this but I would rather not.

Any thoughts about the apparently absent bug or method on killing it??

I use orthene or Ortho systemic insect killer. I used to use safer soap but they seem to just laugh it off.

The bugs could still be in the cottony outer coat. Or,

What seems more likely is that the bugs are hiding under fissures in the bark. If you can get underneath the tree and look up into the branches, you may notice their evil bodies sticking out of the bark. You'll need a systemic to kill them.
