Fungicide for cuttings & seedlings (?)

The only fungicide I have on hand (Hi-Yield's "Bordeaux Mix Fungicide," which is essentially just copper) is for foliar application, so I'm wondering if there is a "special" kind of fungicide to protect the tender new roots of cuttings and seedlings.

I'm not in favor of using preventative "cides" of any description unless you have a specific problem to treat...

This is what works for me...maybe it will work for you...or not.

We use preventative fungicides on certain seedlings like black pines. By the time you know you have a problem, it is too late to treat. Just how we do it. John
