bug leaving white stuff on bottom of leaves

a guy at my dad's work made the mistake of buying some mallsai. well, the thing keeps getting this white residue on the bottom of the leaves he told my dad, and my dad told him that i could probably cure because i am into bonsai. so i got it and it is a sago palm with the glued on rocks (which i took off and a lot of the top soil, which is pebbles, because it was hard as rock from the glue) and it has a lot of white residue on the bottom of the leaves. what is the pest doing it, is it powdery mildew? the guy said that it goes away when he waters but shows up again, he didn't tell me how long it took before it comes back. whatever it is how do i get rid of it, i have a pesticide that is safe for trees but can get rid of almost anything should i use that? thanks, if you need pics i can get those pretty quick just ask.

here are some pics, the first one isn't very good, but it is a pic of the underside of the leaves. the second pic is a pic of the top part and what looks like the culprits in the middle of the leaves. oh yeah, i checked the fung/insecticide and the active ingredient is chlorothalonil, whatever is wrong with the sago will this stop it or will i have to get a different one? thanks again

well, it's not mine. i can only assume that he was growing it indoors. i looked at it closer, and the little insects that you could see in the second pic were all over the bottom of the leaves and it wasn't a white residue. i tried scraping them off with a butter knife and they kind of stuck to the leaf surface, which would make them a type of sap sucking insect. right? anyway i scraped a few off and crushed them. thanks

well, i figured out that it is cicad (palm i think that means) scale from Florida. i basically just power washed the little buggers off with a hose. should i spray it with the fungicide/insecticide that i have?
