Black Spots on the Leaves of my Ficus and Ilex!

I have 4 Burt Davyi Ficus 'nana' and an Ilex vomitoria, All of them seem to have small black spots on the leaves. Is this a fungus problem? Or something else? I have been batteling bugs on these ever since I got them, first meally bugs, took care of them then I got scale, little buggers. I think I have them under control now.
