help with attachments

Just wondering i need help with my attachments. When i reduce the image to the required 70k the image is very small, Just wondering how other members are posting larger pics and staying within the required limit , What software are they using or something else?
Any help appreciated.

Somewhere on this site there was a howto to do this both Photoshop and The GIMP but I cannot find it. Anyone know where?

I have a JPEG image optimizer in my Paint Shop Pro program that reduces the image quality slightly while reducing the file size, first I make the image 800pixels max, which is the limit of the picture size on this site then I optimize it . I'm sure you will be able to get a free version somewhere.
