Earl's advice is good and is true of any maple growing in a pot. Even more so with tridents and palmatum.

A deciduous tree will open only as many buds as the available roots can support. Possibly in repotting you did trim a bit too much (or too late) and the tree had to make a life-or-death decision about which branches were the most viable.

So long as there is green cambium beneath the bark of the branch, there is a chance that that some dormant buds may become active. When the bark shrivels a bit and the branch dries, it becomes increasingly less likely.

Older trees frequently need more frost protection than young bonsai because of the fine development of branching. If you can repot as soon as the danger of hard freeze has passed, you will get the tree off to a good start with a month or so of possible root growth before it is time for budding.

Thanks for the advice. I actually did repot about a month before budding, though it may have been a bit cold for a few days, and that may be part of the problem.
I also did move it from direct sunlight. We can get some powerful light here, and although it is humid I think it was too much.
The good news is that although some lower branches died (I removed them) and now should develop a beautiful informal upright that might have been the right design for this tree anyway....
