Either, though like most plants, it will do better outdoors, at least in the warmer months.

Here garden fuschias are grown as annuals, but we always bring them in for the winter and put them out again after the last frost.

The are many species and hybrids of fuchsia. Some, I've read, have gone wild in England. Most wouldn't survive outside there, nor here, but some will.
Of those that would survive the winter outside, most would die down to the ground, bad trait for bonsai.
So generally inside during the winter.
Summers though, they tend to love it outside.
But those from New Zealand, for example, would want more humidity, making both outside and inside bad, unless you have a humidifier.
But not to worry, generally the cheaper, more common species and hybrids are hardy enough for winter inside, summer outside. That is why they are cheaper and most common.
I bought my first fuchsia a year ago last spring. It bloomed much of the summer, then bloomed all winter inside under flourescent lights. I was suprised, and bought 4 more this summer.
But I know the ones I bought aren't the best for bonsai. These were being sold as summer annual bedding plants. Grow them, let them bloom all summer, then let the frost kill them. These would make a good show in the flower bed. And they did.
Get a book or two on fuchsias, or at least google fuchsia, and learn something about the variation availible in fuchsias. Some of the hardiest and most adaptible and the tiniest flowers are the Mexican species and their hybrids. Those are what I'd like and will get. Not that the ones I have are bad. They are very nice potted flowering plants, and someday might be nice bonsai. But starting with the right material would get me further, faster. Same for you.
