Scheffleras as I've read and noticed are reluctant to branch out, they seem to prefer billowing leaves out of a small spot. From what I've noticed from small to medium sized trees the problem is resolved by covering it in lots of leaves (which is their natural look anyways). Put in a big pot and let it grow uncontrolled for a bit. Mine's about a foot tall and has two three inch branches, and their a bit of a bar branch, so one may be sent packing, DOH! While its growing out play with their arieal roots.
