Unhappy Sick Rosemary Bonsai

I purchased a rosemary bonsai about a month ago from an internet vendor. I have been closely following the instructions that came with the tree, but it appears that my plant is dying. The leaves are drooping and there is no new growth. Can anyone offer any suggestions or advice?

Where do you keep the tree? (Indoors or out)
How are you watering the tree? (Submersion or overhead; every day or only when dry)
If outdoors, did you have any frosts since the tree arrived?

This will give us a little more to go on....

You will have to tell us what the advice is that came with the plant. Is it inside or outside? is there a picture cos we all know that a picture is worth... Anyways. it is impossible to say what could be wrong with it without more info.

The rosemary bonsai has been plant is kept indoors, southern exposure. It is in Ohio, and it is summer there, so there have been no frosts since I received it. The recommended watering method is overhead, evyer 2-3 days. The plant never dried out.

The condition of the plant actually got much worse, and I am pretty sure it will die. Since it was a brand new plant, the company has just recently provided a replacement. I don't know of a different way to care for the new plant, so if you have any suggestions they are much appreciated!!

One other question - would anyone suggest keeping the bonsai in a terrarium?

Rosemary bonsai should do fine outside, it likes to be slightly dry and it doesn't like its roots messed with. Morning sun and afternoon shade is usually safe. Houses don't have enough light, or fresh cool air, for the tree. Houses are often dry because of heater and air conditioners, also.

Rosemary wouldn't live in a terrarium, that would be too damp.

Can you keep it outside?

I have kept Rosemary as bonsai for 14 years here in Michigan. I keep it out doors in the summer months and indoors in winter under flourecsent lights with a humidity tray and a small fan for air circulation. I have seen them get powdery mildew if left without air circulation.
I keep my tree on the damp side never letting it dry out. Bsides a lighyt fertilizer of Schultz 10-15-10 at half strenght I add a table spoon of Epsom salts to the surface of the soil so it will dissolve when the tree is watered. Epsom salts is a good source of Magnesium Sulphate. I have been doing this now for about 10 years and it blooms regularly.
Good luck with it, ...Hector
