The dead needles ones won't make much difference either way, so do what you will. I would leave the live needles in place with collected material because you can't be sure what will live and what will die, so they could become important areas.
Usually plucking live needles causes a pine to weep a tiny drop of sap at each wound, so if it's freshly collected, this may not be where you want its energy and moisture to go. Maybe if you post a photo we can be more specific? Regards, Matt
