Boxwoods have always produced backbuds very quickly for me. The tree should be healthy and the cuts should be done during the growing season. It is good to fertilize about 2 to 4 weeks before you do the cuts so they are growing strongly before you do the cutting. I usually don't cut back beyond the last green leaves, but I know other people who do this and have good backbud results. If the trees are collected from a hedge they will backbud strongly right after they have been removed for the ground. They will bud on very old wood and if you keep cutting them back they can become very short trees.
