G, day Roo . No one has answered you whether the tree is alive!!. Scrape the bark if it is green you have a chance.
It looks like a juniper. Which are notorious for looking like they are alive. When they in fact are not. Then if it is alive do as KC said.
I believe in plants are like humans in the respect when they are sick they do not want to eat.
A tonic like Seasol will definitely help.

It was Juniper Procumbens Nana. It was a tree that was started at a beginner course in October last year. I'm not sure I'll get to see it again but the indication was that there was a significant improvement since it had been in the bag.

Thanks Gina, that is a new one on me. I would love to know the final outcome of that plastic bag technique.
