Winter the best time to prune Raw material?

I just bought a Canadian Hemlock and want to know if now(being winter) is the best time to do pruning of large branches? I am planning on removing at least 1/3 of it's branches and also chopping off the top half of the tree to shorten it from 2 feet tall to about 13 inches. Now the best time for this or later towards spring( March).

Also i am wondering if I should do that much pruning in one sitting or would it shock the tree too much?

I think that might be a little ambitious, shortening down by 1/2 and removing 1/3 of its branches. Late winter to early spring would be my recommendation for this type of work.

So are you saying that I shouldn't take so much off the tree at once at any given time? or just not now during winter?

You don't want to take that much off the tree all at once. If you're going to chop it by 1/2 from 2 feet to 13 inches don't remove too many branches, give the tree a year to recover.Jonny
