rooting hormone

Is there a best time in the growth cycle of a tree that rooting hmn is applied? I was curious it can be done new when the growth season is at its middle

I would use rooting hormone only when propagating. For example, when air-layering a tree or taking cuttings. I would not apply it to an already-rooted tree, seedling, or sapling.

old mister crow has hit the point - I have a collected tree which has the first 2 inches of its trunk horizontal and in contact with the soil. Now - the thing I wish to induce is some rooting from this trunk such to create a decent nebari, since there isn't a single root from this part of the trunk. Hope this didn't confuse you much ! or more than the previus question

Ahh, now it's clear. That sounds like a prime candidate for ground layering. Just like air layering except it's done in the ground or in a growing box instead of using ziplocks bags or plastic wrap. Spring is generally the best time to start this procedure. What kind of tree are we talking about here?

After reading your post again I think your plan is to keep the horizontal section of trunk and induce roots to grow there. If so, you won't need to layer it completely but the procedure is much the same. You could either strip a section of bark or nick it with a knife all along where you want roots to grow. Treat that area with rooting hormone and pack some sphagnum moss around it. You may need to lower the planting depth to do this, if so that's not a problem. Keep it outside in good light and don't let it dry out and you should have new roots in a couple of years. It will need good winter protection for the first few winters, if you're in a cold climate.
