As Jay suggested, try craft stores. If nothing else, most major bonsai supply nurseries/stores have raffia and you can purchase it online. Probably around $20, but don't let that price scare you because it will be a LOT, and unless you go crazy, it will last for several years (I got three years out of my last batch). If I remember correctly, someone not too long ago said that they got it at WalMart.
