Maybe this is a good place to stop and consider the kinds of junipers there are. Junipers don't all have the same foliage or growth habits. Here is an article on juniper species, here is another one. Other people probably have more references. You need to know what kind of juniper you are buying, because some want to grow out/down and some will grow upward. Some have needle foliage and some have scale foliage. Some are more hardy than others, or faster growing.
Does anyone have a really comprehensive juniper reference? Joanie

Also we could stop and consider what makes something already being described in question as maybe salvageable into a nice bonsai a nice and wise purchase?
Sounds like hard work and probably wasted time and money to me.
