Mugo pine repotting schedule

I have read a few different articles with varied advice on when a mugo should be repotted. The first article said that both repotting and prunning should be done at the same time in early spring. The 2nd said you shoud wait for July/August. I am working on 2 shohin/mame mugo's that i purchased last month from a local bonsai nursery. They are currently in 4 inch plastic pots and I would like to get them into a better training pot. I have also read from Walter Paul that only one insult a year is the right way to handle mugos. Leading me to believe that since i have not done any prunning or wiring, the repot should be the only thing i do this year. Does anyone have any specific information in regards to developing Mugos from nursery stock?
