Shanah Tova!

I'll let Moshe get more into the details of the picture but the hand is called a hamsa and is considered to protect against evil.

The eye in the center of the hand is also meant to ward off "the evil eye."

The words in the hand say "shanah tova" which roughly means happy new year.

Moshe may know more about this specific design and if there is any significance to the fish or flowers in the hand. I'm assuming that they are just symbols of prosperity and happiness in the new year?

Bonsaiben had answered accurately, I have only to add that the fish is a sign for luck and it is a custom to eat the head of the fish in the Rosh Hashanah ("head" of the year) holiday dinner as symbol to be next year "ahead" and not backward, and flowers are flowers, they usually accompany all Jewish holidays.
