chinese elm roots on cuttings
How the hell are you supposed to get a good nebari from cuttings when they all grow like this?

Develop a good rootpad and force the growth (of the roots) laterally rather than vertically. The roots will eventually spread and the nebari begins to form. Many will tell you to either put the tree in a shallow pot, or place a flat surface (plate, tile, brick) under the roots to force the lateral growth.
As for developing the rootpad, you want lots of fibrous roots and few large woody roots. This is done similar to how ramification of the branches is achieved. Cut back the woody growth and the fibrous roots will fill in. You have to continuously keep that in check though. WF

In addition to the above tips, try nipping off the growing tip/tap root to encourage more lateralized rootage.

What hormone are you using? I find that Chinese elms are the easiest species in the world to get good radial rooting on cuttings. If you use a hormone with IBA of 0.8% and a good loose medium like Perlite (not in water), you shouldn't have any problem getting good roots.
