Without seeing the flowers, it is difficult to be sure. Could it be some type of Grevillea?

Irrigation Req.: Low Water Needs
Winter Hardiness: 20-25° F
A mounding, compact shrub to 4-5 feet tall by 8 feet wide with soft-textured needle-like leaves. The rosy-pink and cream colored flowers are showy during the winter and spring. Hardy to 20 F. Similar to the G. 'Noeli', once the most common Grevillea in cultivation in California, but 'Scarlet Sprite' is denser growing and not as prickly as 'Noelii'. Plant in full sun.

Gday Mate,There are hundreds of grevilleas but i havnt seen any with leaves like that.I am sure that is Westringia also known as native rosemary.

What about Grevillea rosmarinifolia, which is quite common in Southern parts of the continent?

FlyBri is right without seeing the flowers it's very difficult to tell for sure.but it does look like grevillea.

Some dubt's for rosmarinifolia or juniperina ,because no flower (only 2 but no dry end old) but i'thin is that.
