There are dozens of Japanese Maple cultivars available, but almost all are grafted plants. Can these be predictably air-layered to essentially eliminate the graft stock?

They can be airlayered with success. The degree of success depends on the cultivar, as well as your experience. I'm currently air layering several small 3-4 year old palmatum grafts above the graft union-can't remember the cultivar names right now. Larger, older trees will likely take more time to strike roots then younger stock. Can't give you more info directly relatede to your question. There is probably lots of good info concerning air-layer technique around, if you need it. Use the search function.
