Let it grow. You could clip it and wire it and repot it. It needs to grow though. Repotting it might not be a bad idea though. Then let it grow for about 3 years (minimum.)

And put it in a grow box so that you get a good root spread in those three years. Olives grow like mad, if they get lots of sun and root run.
I put mine in the ground (it was formerly a mallsai, and luckily lived to become a potensai) and it has put on 8" of branching this summer. The trunk is fattening well and beginning to have a little more nebari and character.
