There are green needles but I continue to have them dry up on me. Ironically the stuff that is brown or bronze is still soft.

Soft is good. In fact thats much more important than the color. It's normal for junipers to turn bronze in the winter do to the cold and being dormant. It could be you are confusing this with dead needles. It should be close to the time in your area to put it outside in some better sunlight. You'll know pretty quick after that what's going to happen.
