Juniper question

I have a 'windswept' Juniper Procumbens that I trained from a nursery plant. I would like to change it's style somewhat but I need new branches to grow on the old wood. In the 5 years I've had it, it has never budded back there. How can I stimulate some new growth. Attatched is an older picture of it. I want new growth on the outside curves and in a little closer to the trunk. I had a piece of pvc pipe between the branches to create more space. I've heard scrubbing the bark with a wire brush helps?

If you remove somewhere between 30 and 60% of the existing foliage it will trigger a lot of budback. Most of it will be at and between existing branch unions and such, but you may get the desired bud.

Grafting is also an option, and you could graft on shimpaku foliage which would make this small bonsai especially nice.
