The lower branches are pretty weak. Even if they won't be used in the final design you're going to want to keep them around awhile to thicken the trunk proportionaltely to get taper. If you let the top run away it will get thicker, but without taper.
So, If it is established and healthy in the current pot, I would snap those 5-6 candles at the top in half to redirect some energy to the lower branches.
You need to think about where you want to be with this tree. Some people might say cut it way back. Others would say to put it in the ground. A lot will depend on the height and caliper you envision for the final product. It's pretty straight between the weak midlevel branches and the worl about 2/3 of the way up.
