I don't think that landscape paper (cloth) will contain a tree's roots much. This stuff is designed to prevent grassy weed growth, which, in my experience, it tends to do a rather poor job of over time. A tree's roots are considerably stronger and would simply grow through the material. However, I have seen and read about people using ceramic tile for the purpose of promoting horizontal root growth in the ground. Perhaps you could get some of this to use, instead?
