Grafting is possible, but it is a technique that must be done correctly to achieve a visually pleasing result.

Junipers back bud pretty well, so I would recomend giving your tree a hard prune, and see if some new growth will pop out closer to the bottom.

If you just bought it, why do you not know what kind of juniper it is? Was it not labeled?
