By the time repotting season rolls around, the tree's health will tell you if you need to adjust the soil. Oaks want well drained soil. If at the time you repot the tree is doing well, it is in a good soil for your conditions and watering habits, if not, adjust it accordingly.

For oaks, I use a blend similar to pines. Most oaks want a soil pH on the slightly acid side, so using an organic fertilizer or periodic application of miracid fertilizer may be a help.
