Generally I repot and prune at the same time. I usually do that procedure from the middle of June through the first of August contrary to what some may tell you about doing it in early spring. If you could post a picture of the tree we might be able to give you a little more specific advise, but without seeing what it is we are talking about, what I say and what you understand as what I said, could be two different things. I have been growing Mugos this way for thirty-something years.
