Repotting my sageretia

Is it safe to do so yet, i know its only February and I'm in england(zone 8/9) but it needs doing soon I think, and I want to get it out of the bonsai pot its in and put it into a flower pot to allow for some growth.
Does this species respond to hard pruning well, as all I'm getting is dead stubs when I cut older wood,(soft wood cuts fine, nice new growth to pinch back) Could this be because it needs a repot too?
Also I want to correct those roots, I was thinking of planting it deeper than normal, scoring the root base that I want to improve, applying rooting hormone, then covering with compost, or should I do that another time?
