Hukleberry,

With age, junipers develop a gray flaky bark that can be easily removed. I use my fingers, or you u can use other tools for that. Then with a wire brush, you can wear down (going with the grain) the roots, trunk, branches, and pretty much everything on the tree thats been peeled till it gets to a reddish-brownish tone. The color is quite attractive, and seems to get better with age. Think of it as a maintenance issue similar to how a snake sheds its skin.
