If the damage did not happen within the developing bud and only appear after the leaf unfurled, I would look to something larger that has some mobility, like a grasshopper.
Neem Oil is sometimes useful for things like this because it makes the leaves taste bitter. Try a small bit on your plant before soaking the leaves and undersides. It didn't seem to do any harm to my Japanese maple.
