Maybe it is a lichen and not a liverwort? *Lichens would be growing on the trunk and have a dull texture and probably be light green or yellowish green. *Liverwort would be green and slimy looking and be collecting in the soil (probably not the tree itself at first) in the areas that remain most damp.
IF IT IS LICHEN - probably no big deal. *Just don't let it take over. *It does feed on the bark to some extent, but its presence doesn't represent any cultural abnormality - like overwatering or something like that. *You could brush the bark lightly with a plasic toothbrush if the growth gets too dense. *On trees like pine and others with rough bark, you'll want to be careful not to dislodge the bark in doing this.
IF IT IS LIVERWORT or HORNWORT - *Clear it away from the soil and see if you can't get the temperatures down by some means.The evaporation from the soil *may keep the roots from cooking, but it isn't a good situation. *Most trees shut down when the temperatures get that high.
Maybe you could do something about the temperature?
1) How about shadecloth? *Maybe something removable so that you can get it out of the way?
2) Or maybe some *"Mister cool stuff" for evaporative cooling at ***CHARLEY*** *It's part number 6066
