You have to be specific about the species you are talking about. The age of the tree also matters.

If you talk about a species that is reluctant to send out new roots from old wood, and the particular tree you are talking about is fairly old, then yes, it would mean the death of that tree.

If, on the other hand, you have a tree that easily roots from the base of the trunk, then the tree would survive the procedure.

The time of the year when you do it is also important.

The safest thing to do is to cut the taproot gradually. If it's one foot long, you cut off half. After a year in the pot, you cut off more. This will give the tree a chance to grow new roots closer to the trunk. Doing a gradual reduction, you can transplant almost any tree. But again, you have to do it in the right season.
