Fall is a good time to wire. You could wire at other times, but that would depend on you HAVING TIME to wire. Fall is a good time to wire because growth has slowed, and so have the various tasks that need to be accomplished. Deciduous trees have dropped leaves and you don't have fragile buds to worry about knocking loose.
