if you think it needs repotting go ahead and do it,but only one step up in size,go to a three inch pot.
it wont hurt to pull the tree out of its pot and look at the roots,if the soil falls away,put it back in the same size pot.if there is a tight root ball,loosen some of the roots and use a bigger pot.
the only problem with useing a too big pot is it becomes difficult to water correctly.
