As susieq has stated this is a brand name.. rotary carving tool.
Invaluable for this type of cleanup work. Concave cutter can help but the knob cutter is the tool for the job. And yes, for the larger wound I would wait til the spring/early summer to perform this operation. The smaller wounds where branches were removed can be done anytime.
