bleach is sometimes used as a fungicide during stratification. Sulfuric acid is also used to help erode the seed coat so that moisture can penetrate into the seed and promote germination.

Anyway you can try this technique with some of your seeds and compare it with the results you get when you don't.

BTW, I don't understand the last steps, which appear to be the same:
