Oak is one species I have found that does not respond well to out-of-season repotting. About the most I would consider is removing the top couple inches of soil and some squares around the corners of the rootball.

Better to wait for fall. If it is going into a larger container, you could probably cut away circling roots and pot-up, but anything more than that would be a risk.

Also the tree is particularly vulnerable if it has produced a lot of soft, new leaves that haven't hardened off yet.
