It is a shrub so yes it will bud back readily.

Unfortunately, all the ramification is out on the end of long branches that don't have any movement or taper. This usually happens when the plant is grown out quickly, and then developed more slowly.

If it were mine, I would make the first cutback something like this. Even after these cuts you'll note it has a little movement but very little taper in the branches. Unfortunately, it is a very long way from a bonsai. It might be better off growing in your yard for awhile to get some taper going since it seems to lack movement.

I know this isn't what you want to hear, sorry.
