Azaleas bud back everywhere when they are cut back. *They seem to love it.
Many of those huge azaleas you see lining the Georgia golf courses are cut back within a couple feet of the ground every few years, and they grow back with a vengeance.
Junipers are a different story. *They tend to bud right at the base and in the crooks of existing branching. *If you want to trigger budback on a juniper, just thin it to slightly less than half the current foliage and it will bud back as best it can. *Mist the trunk in the morning to help soften the bark and make it easier for the developing buds to penetrate.
